How we are regulated?
Transform Housing & Support is accountable to a number of external regulators and oversight bodies.
Each organisation has a different role in ensuring that we provide safe, effective and well-governed services, use our resources responsibly, and meet our legal obligations.
We are committed to being open about the outcomes of inspections, reviews, and assessments wherever possible.

Regulator of Social Housing (RSH)
What does the Regulator of Social Housing do?
The Regulator of Social Housing (RSH) regulates social housing landlords in England.
Its role is to ensure that registered providers:
- Provide safe and well-maintained homes.
- Listen and respond to tenants.
- Manage complaints effectively.
- Remain financially viable.
- Are well governed and effectively managed.
The RSH sets a range of standards that all registered providers of social housing must meet.
These include:
- Safety and Quality Standard
- Transparency, Influence and Accountability Standard
- Neighbourhood and Community Standard
- Tenancy Standard
- Governance and Financial Viability Standard
- Value for Money Standard
Does Transform receive regulatory ratings?
Transform currently owns and manages fewer than 1,000 social housing homes.
For this reason, we are not currently included within the Regulator's routine programme of consumer inspections and do not receive published Consumer Gradings (C1-C4).
This does not mean that the standards do not apply to us.
We are still required to comply with all relevant regulatory standards and are subject to regulatory oversight and intervention where concerns arise.

- Annual regulatory returns
- Internal and external audits
- Board assurance reviews
- Health and safety compliance reporting
- Complaints monitoring

Housing Ombudsman Service
What does the Housing Ombudsman do?
The Housing Ombudsman investigates complaints about social housing landlords.
The Ombudsman provides an independent review where a resident remains dissatisfied after completing their landlord's complaints process.
The Ombudsman can:
- Investigate complaints.
- Make findings and recommendations.
- Order compensation or corrective action.
- Publish reports about landlords.
Our approach
Transform operates a complaints process that aims to resolve concerns quickly and fairly.
If a complainant remains dissatisfied after receiving our final response, they may be able to refer their complaint to the Housing Ombudsman.

- Housing Ombudsman Complaint Handling Code self-assessments.
- Ombudsman determinations where appropriate.
Ofsted
What does Ofsted do?
Some of Transform's services are regulated by Ofsted.
Ofsted inspects and regulates services that provide care, support and accommodation for children and young people.
Ofsted inspections assess whether services provide safe, effective and high-quality support.
Inspection outcomes
Where services are subject to Ofsted inspection, inspection reports are published by Ofsted and are publicly available.
Inspection reports explain:
- What inspectors found.
- Areas of good practice.
- Any identified areas for improvement.
- The inspection rating awarded.

Fundraising Regulator
What does the Fundraising Regulator do?
The Fundraising Regulator is the independent regulator of charitable fundraising in the UK.
It sets and promotes the Code of Fundraising Practice and helps ensure fundraising is legal, open, honest and respectful.
Our commitment
Transform is committed to ethical fundraising and appropriate stewardship of donations and funding received.
We seek to ensure that:
- Supporters are treated fairly.
- Fundraising communications are appropriate.
- Donations are handled responsibly.
- Complaints about fundraising are considered properly.

Charity Commission
What does the Charity Commission do?
Transform is a registered charity.
The Charity Commission regulates charities in England and Wales and seeks to ensure that charities:
- Operate in line with their charitable purposes.
- Use charitable funds appropriately.
- Act in the public benefit.
- Are properly governed.
- Comply with charity law.
The Commission also maintains the public register of charities.
How are we accountable as a charity?
Our Trustees are responsible for ensuring that Transform:
- Delivers its charitable objectives.
- Uses resources responsibly.
- Manages risk effectively.
- Meets legal and regulatory obligations.
Each year we submit:
- Annual accounts.
- Trustees' Annual Report.
